预付账款是指企业按照购货合同的规定，预先以货币资金或货币等价物支付供应单位的款项。政府会计预付账款的会计分录分为两种，一种是财务会计分录，另一种是预算会计分录，其分录分别为，

贷：财政拨款收入等。

预算会计分录为，

借：行政支出/事业支出等，

贷：财政拨款预算收入/资金结存等。
